C2R's Origin StoryÂ

The story of Concept2Reality began long before it had a name.
For more than 25 years, Dr. Kevin A. Osten-Garner worked at the intersection of health care, higher education, public policy, and community systems—often in spaces where the stakes were high and the resources were low. As a psychologist, executive director, and academic leader, he built programs in neighborhoods disproportionately impacted by poverty, trauma, and systemic inequities. He led university divisions, shaped national training models, and guided community partnerships that brought mental health services directly to those who needed them most.
Across every role, one theme became clear:  ideas were not the problem—implementation was.
Every year, Kevin sat in meetings where organizations, universities, and government bodies generated powerful visions:

Build a stronger behavioral-health workforce.

Expand clinical training to underserved communities.

Create equitable, community centered systems of care.

Innovate curriculum and accreditation approaches.

Integrate behavioral health into schools, clinics, and community programs.
The intentions were strong.
The goals were urgent.
But the path from concept to reality was often unclear.
Kevin became known as the person who could bridge that gap.
Whether he was designing community-embedded clinical training programs in Chicago and Vancouver, leading APA-accredited internship programs, securing over $5 million in federal and private funding, advising state and federal behavioral health policy boards, or building university infrastructure that shaped entire academic divisions—Kevin excelled at turning complex challenges into concrete systems and sustainable solutions.
He discovered that his true strength was not simply leading programs…it was helping organizations bring their best ideas to life.
And so, Concept2Reality Psychological Solutions (C2R) was born.
C2R is the culmination of decades of leadership, policy influence, community engagement, and academic innovation. It was created for organizations that are ready to:

About C2R's Founder

Dr. Kevin Osten-Garner is a nationally recognized behavioral-health executive, psychologist, academic administrator, and policy leader with more than 25 years of experience bridging healthcare, higher education, and community systems.Â
He has served as Executive Director & Chief Psychologist for clinical training programs in the U.S. and Canada, Associate Vice President of Academic Affairs, a federal appointee to the HRSA Advisory Committee on Interdisciplinary Community-Based Linkages, internship site chair and visitor for the American Psychological Association's Commission on Accreditation, and chair of a rural behavioral health policy board.
Kevin specializes in designing strategic, equitable, and forward-thinking systems that improve outcomes for underserved communities.
